A recognized professional and thought leader, Teresa has formulated and delivered innovative solutions to federal, state, and local governments, Fortune 500 clients, and small businesses. Her ability to develop and mobilize teams and resources has consistently resulted in outcomes that exceed expectations. Teresa is known for her leadership, strategic thinking, tactical skills, relationship building, and team management.

Teresa’s expertise spans corporate site selection, demographic and market analysis, labor analysis, incentive negotiations, economic development strategic planning, and land use. Her exceptional communication skills enable her to convey complex tax credits, incentives, and related real estate issues to corporate executives and stakeholders, including high-level government officials.

Career Highlights

  • She served as an economist with the US House of Representatives and the US Senate, where she analyzed federal tax and budget legislation and co-authored the 1991 Luxury Tax Impact Study.
  • As an economic development consultant, Teresa focused on labor market and workforce analysis, target marketing, strategic planning, commuter patterns, business retention and expansion, and economic development marketing strategies.
  • Throughout her career, Teresa has directed, managed, and closed over $1 billion in capital investment projects, resulting in the creation of over 20,000 jobs.
